1997 Infiniti QX Repair Question

My infinity qx4 won't start
97 qx4 won't start, had a mechanic come and replace starter, he also checked for fuel, and spark which it has and compression. still doesn't want to fully startup.
his reader said something of "no rpms" and cssc or cgi. something like that.
Would like some help if anyone had the same problem i know this is something simple.

If you have spark, fuel, and compression, it has to run unless it is out of time.
