97 qx4 won't start, had a mechanic replace the starter, and check for fuel, and spark. nothing still.

his code reader told him something of "no rpms" and somthing about a cgi or cssc, he doesn't understand.

please help me, car acts like it wan'ts to start but doesn't like something is not letting it still.

also checked security light, its not on when starting.
