1997 Prelude jerks when RPM reaches 3000

I have a 5 speed 1997 Honda Prelude vtech sh. The car runs good except it will not go past 60 miles per hour without the car jerking really bad. This happens whenever the rpm reach 3000 the car jerks in each gear, but I simply shift up when this happens in 1st-4th gear, but when it gets to 5th gear and if I try to accelerate faster than 60 mph the car jerks and will not stop until I slow my speed and it goes back down below 3000 rpm. Please tell me what this can be. My mechanic has changed and replaced everything he could think of and nothing helps. The car is also very slow to start, but it will start every time just kind of dragging on start up.

Was the fuel filter and pressure checked?
Is the V-TEC vlaves operating correctly?
Is there any trouble codes?
What are the things replaced?
When did this problem started? Was anything done prior to it occurring?
Have you plugged in a scan tool to monitor the running condition?

NOt that I know much about cars but I do know that he replaced the thermostat, some kind of gaskets and the spark plugs, but I dont think a scan tool has been plugged in. I read some of the other replies and I also printed off your reply and I will give it to my mechanic and let him make sure those things were actually checked. I have had extensive work done to the car and paid a lot of money, so I hope it is something simple. I also considered taking it to the Honda dealership and pay to have it checked out, then have my mechanic make the repairs. I will have it checked and reply after I have more information. Thank you.
