1997 Honda Civic Repair Question

My car takes a few shots to get it running and it dies on me when I try to turn it back on after turning it off, why is that?
The first time I try to turn the engine its fine, but then the ignition takes a few go's to turn it on. Also, after you turn the car off to go do something then come back, it won't turn on unless you wait like 20-30mins. What's wrong with my car?

check fuel pressure and spark, one of them is missing and then we can go from there

I've got new spark plugs already so it shouldn't be that. I haven't checked the main relay or fuel pressure yet

Does the Check Engine Light go off after 2 seconds when you are not able to start?
