Honda Accord Wheel Problem

Do I have to dissasemble the drum brake pads to change out the rear wheel cylinder. Is there a tool to use when putting on the adjusting wheel and spring so not to damage the Wheel cylinder rubber covers?

No, you don't need to. If you pull the handbrake slightly, you would have more clearance to replace the cylinder. Do so one side at a time and keep the drums on for the side you are not working on.
