no power steering

I have replaced the power steering pump twice and still have no power steering. I have bled the system, dont see any bubbles in the fluid. With wheels off the ground the steering has assist but is difficult. With wheels on the ground its like manual steering. No strange noises or any binding. Just no power steering. As I said this is the second new pump.
