The car will start but the ingition will on turn off to the first click position. Its a quarter of turn when starting. I tried putting the car in and out of gear. Jiggling it around. And even spraying a little wd40 in there.

You need to have the ignition switch cylinder lock-checked out

Spraying WD40 into the key slot won't work.
Had the same problem with my 2000 Intrepid. Dealer replaced the ignition tumbler (where the key goes) but the key still got stuck once in a while. The problem turned out to be a cable that runs from the shifter to the ignition tumbler. The cable was getting stuck and had to be lubricated because it was getting stuck. I had to tell the dealer to do this because they didn't have a clue and they claimed to never hear about it. I found the fix on other Dodge forums. Hope this helps.
