Chevrolet Silverado Ignition switch Problem

My engine cranks with the ignition switch in the off position (key in or out) it stops cranking in the on position and will crank in the crank position but will not start. this problem started when i removed the plastic around the steering column and found a broken wire at the turn signal switch to the head lights. can the turn signal switch cause cause this cranking issue or do i have a ignition switch problem too ?
