My 1997 cadillac deville's blower motor wont blow but don't act like motor?And wont go from auto to manual controls

If it won't blow, why does it not seem like a motor? The only modes of operation you should be able to control, is auto/econ and defrost. I would check power and ground to the motor, and if present, replace the motor.
