1997 Audi Quattro Repair Question

High rpms
The engine is running high, (all values are at 2.5k rpms)
1st gear - 11 mph
2nd gear - 22 mph
3rd - 33
4th - 44
5th - 55
I'm pretty sure it's a problem with the overdrive, just unsure if it is/how to fix it.
