When the engine is cold, you will get a fair amount of water condensation out the exhaust, but this should dissipate when the engine warms up, is this the case, is it steaming when hot?

This will be coming from the cooling system, either a head or gasket problem, I doubt that you have a cracked block but all these will have to be checked out as water can't come into the exhaust any other way.
