Car overheating leading to engine problems.

my 1996 toyota camry started overheating while idling. I checked the radiator and the fans wernt working. I brought it home making sure that the car didnt overheat in traffic. The next day I filled it with coolant and went to drive it. After about a mile I noticed the engine tempeture gage start to go up again. It started jolting and shaking, making a ticking/clunking noise and the engine was loosing power. I immediately took it home. When I opened the hood there was white smoke pouring out of the engine.

Also I noticed when I was putting coolant in I noticed that the radiator was covered in rust.

Does this sound like a busted head gasket or engine block?
Is there anyway I can repair my car affordably?
