1996 Pontiac Sunfire theft security

Customer lost there key tried drilling the lock cylinder out and failed. I ended up having to put in a used steering column because of all the damage. Swapped the steering wheel out so the air bag would fit. Every thing hooded up nicely apart from the fact that the new column has a cruise control hook up but the issue is the theft light wont go off. Iv tried the whole 10 min re program trick and didn't work. We hooked up the teck2 computer and we get a theft fuel system enabled code. The car cranks over and starts for maybe a full second or two then the theft light blinks on and off and the car dies. Thought about changing the cluster out but with how there priced you can see my dalima hoping a tech more experienced in this system can help narrow a solution down at minimum cost thanks

Okay, you did the ten minute procedure? You did all three steps?

You may have to replace the cylinder in this one as you cannot swap from car to car for security reasons.
