1996 Mercury Marquis Repair Question

96 grand marquis will not go through inspection. when they put it on the machine it tells them catalytic converters "not ready"
Technician at my local shop thinks the catalytic converter needs to be changed. this is a new jersey state inspection if that makes a difference.
