But starter has power and solenoid works no power at fuse block checked all wires no breajs or shorts in harness need to know where and what could be stoping power to ignition switch and fuse panel

If you have no power to the ignition switch itself, have you checked the main fuses under the hood?

Check all the fuses and relays and all are fine there is and aftermarket theft system in it called prolock could that be it? It looks like its just tied into ignition switch

Yes, that could be an issue. However, I am not familiar with that system. Some of these are designed to shut down the power so the car won't start.
