At 70 mph my tracker is running about 4,000 rpms. What should my rpms be? I do have a code of torque converter not locking up.
What could be the problem and are the rpms right?

Yes, the Converter not locking up is taking away overdrive. You need to get it to a trans specialist for diagnosis.
