Ford Ranger Hood Problem

I turned the truck off for less than a minute and then restarted it. i got 1 city block to a stop sign and it started puttering and then bogged down and died. I pushed it to the curb popped the hood and i notice power steering fluid all over the engine and plastics under the hood even on the felt under the hood.
Idk what that could be i have fuel pressure and spark its a 4 cyl 2.3 96 ford ranger xlt automatic with approx 103xxx miles

what is the fuel pressure???

is the timing belt in good condition?? has it been changed??
