TR SENSOR, NEUTRAL SAFETY SWITCH

Is the tr sensor and neutral safety switch the same thing? My car sometimes is down shifting or putting itself in neutral while driving. It also runs rough in drive while stopped as well as stalls frequently in reverse. It doesnt like low rpms in either of these gears. The only code that comes up is the 708 could all this be happening from the neutral safety switch or tr sensor? O2 sensors pcv and maf have been changed as well as reg tuneups fuel filter plugs wires etc
