1996 Eagle Talon hade to start sometimes

I have a 1996 eagle talon esi with a manual transmission and im having a starting problem it will start first thing in the morning fine but when I drive 30 minutes to work and turn it off and about 20 or so minutes I go to start it. It wont start and.

Scan for codes and check fuel pressure with a gauge, the fuel press may be low. Auto parts rent gauges

Fuel pressure is at 20 psi

It's different fi you have a turbo or not. Turbo 33 psi with vacuum applied and 42-45psi these are taken at idle unfortunately yours won't start NON TURBO is 47050 with keyon and pump activated by scanner.
