1996 Dodge Neon Does Engine Ground One Side Hooked Above Fender Well

Were does engine ground go. I have one side hooked up
above the fender well. But need to know were the other end
connects. Some say the Valve cover and others say
alternator bracket. Could please explain and possible a picture
showing the correct hook up. Thanks
