I have a 1996 Dodge Dakota with the 3.9L in it and it seems like the throttle cable is getting stuck but I checked it and sprayed it down with some lube and now it will get stuck and the engine will sit at about 1.5k rpm in drive or reverse and 3k rpm in park.
I hit 40 mph on the way home from work without touching the gas, on level ground.
