Do we have to replace the whole brake line when the only piece that is corroded is the piece that is by the gas tank? What would be the easiest way to take that piece off?

It's better to replace the whole line form where it starts and or usea connector. You can take it off anyway you want as you aren't going to use it any longer.

The bolts are rusted. I can't get them off. They are just round off. Any suggestions?

If you can reach them there is a tool for that that will grab them and take them off or drill it out if you can or take a die grinder an dput a notch in it to use a screwdriver.
