Mice got into wiring so I replaced all wire lines in the car including the pcm, bcm, tcm and airbag controller. The new lume and controllers came out of a 98. Should that matter? When key on everything but tranny range light up. The panel has been replaced also. Before replacing wiring the radio and dome lights quit that's when that's I found mice damage and replaced wire. But before doing so the gauges worked when it would rain.

Yes, it does matter. You will need a detailed wiring diagram and check each wire individually.

Yes, harness are made and change each year.
No, a scan tool will not tell you anything about the wiring

The only thing that doesn't work is the instrument cluster, but it still does a function test except for the range indicator.

Ok, you still need to verify power and ground and all the wires destinations.
