My front diff does not engauge on 1996 chevy blazer

Press the 4wd button the front driveshaft locks but the front wheels spin free leaving me to believe the front diff has an issue

check the encoder motor on the tcase and solenoid on axle for power.

i can hear the encoder motor moving when i press the buttons but the front wheels never engauge the tcase works i just believe the diff has a problem i even tryed manually pulling the cable under the battery to engauge the passenger side but it wont buge i would believe the driver side needs to be engauged 1st for it to work
