Locked steering wheel

1996 Astro van LS with tilt steering.The steering wheel is locked in position and the ignition lock cylinder and key will not turn.Have tried to move steering wheel back and forth but it won't free up ignition lock cylinder.Removed the upper and lower plastic pieces behind the steering wheel to access lock cylinder but there is no screw to remove to release the cylinder and further I cannot turn the cylinder either forward or back into accessory position.Vehicle starts right up and the column shifter will move into all positions.tried pressing on the brake too..no result.The steering wheel will NOT turn.locking pin seems stuck or something broken behind the lock cylinder where the gears mesh with the ignition switch.Ever run across this?I am stumped.L.P.

Your last resort is to drill it out or have a locksmith assist you
