1996 Cadillac Deville overheating

I replaced radiator water pump thermotast. I also did headgasket test liquid stay blue. Does not smoke when running.

Have you flushed the engine block? Does it overheat at highway speeds or only in town driving? Have you checked to make sure ignition timing is correct?

I can drive on highway for about 60miles temp goes from 196to217 city drive or idle it will go up from 197 to 222or higher

Do they turn on if the engine gets hot with the AC and heat off?

I believe it's around 215.

They turn on at 222 but go off at 215 and does not drop until I drive. Also if I spray water on the coolant crossover with the radiator cap off the temp drop down to 190 to 196, and water level start flowing in the reservoir.
