1996 Buick Regal brake lights

Two brake lights don't work, center brake light does, was told car has brake light relay but can't find it.I changed the bulbs and checked the fuse, but they still don't work, and I would like to take care of the problem before I get pulled over. Also, I forgot, when I changed the bulbs the brake lights worked for awhile, and then stopped.

Suspect faulty turn signal switch and no relay
