1995 Toyota 4Runner Troubleshooting

I have been having power issues with my 4runner. It has very low power, especially when it is the first drive of the day, I can floor it and the RPMs spike but it does not gain speed very past and seems slow to shift gears. We have tested compression and looked for vacuum leaks both were fine. My check engine light just came on giving the codes 12 and 26. We were thinking the catalytic converter is possibly clogged but not for sure. Any help would be amazing
