WHATS MY PROBLEM WITH STARTER
MY STARTER JUST CLICKS ON MY 1995 SUBARU LEGACY,PUT NEW STARTER ON,DOES THE SAME

Did you test the battery? Try a jump start to see if it works.
Check the battery terminals and ground cable connections. Clean and retighten if necessary.
