1995 Nissan Altima Repair Question

Nissan Altima Engine Problem
I removed the head & had it & the valves machined & the mechanic "set" the cams & returned to me. After installing the head back on (had to take off the cams to install the head bolts), despite the engine being at TDC, the cams are not at the correct position for TDC.
My question is: To finish the installation, is the correct thing to tighten down the cams & manually turn them until the slot on the exhaust cam gear = 12:00 & the slot on the intake cam ~ 35 degrees: this would place the cams closest to the front of the engine pointing out toward the front of the car & the firewall respectively ? Please let me know at your earliest convenience.
