1995 Mitsubishi 3000GT Repair Question

Engine light cam on. when i went to start the veh. it would not turn over. Check the battery is is good. Could this be a shut off relay in the veh.
Could this be the start or an electrical problem. I am now unemployed and need to try and fix this problem myself if possible. due to lack of money can you help me.

It could be anything from a loose wire to a bad starter. Is it just clicking or nothing at all?
How was the bettery tested?
