Hello, I have a 1995 mercury tracer and (i think) its the starter relay, but the car gets power and everything, but the car wont crank over, not even any clicking noise. But the starter does start if jumped, any idea of what could be wrong? And how to fix it?

And also, the heater, air-conditioning, and the power windows wont work either. Why?
