Why does my jaguar's lights/windscreen wipers/washers/warning light's ,and all electrics constantly on when i turn the ignition on,and why the engine will not crank over untill i pull the 5 amp fuse out of the starter system

possible short in harness at multifunction switch, or ignition switch.
