There is no dash lights. It turns over but does not start. Radio, a/c, a/c blower taillights and interior lights work, but not the sunroof or windows will work. All the fuses are good, but the battery terminals are corroded. Could the battery connections be the problem?

Regardless of whether the corrosion is the problem or not, corrosion is never a good thing in terms of electrical connections. Clean the battery terminals and battery terminal clamp connections and check that there is enough surface area on the battery terminal clamps.

None of the instrument cluster lights come on when cycling the ignition key? Do you have the electro-luminescent instrument cluster (digital cluster)?

For a no start condition you need to rule out a few things with the engine. You need to find out if the engine is getting spark, fuel, compression and timing (and in rare cases air intake restriction).
