1995 Holden Commodore Repair Question

Car is showing that i have no fuel on cluster
I have a vs commodore 95
on the cluster its showing me that my car is alwase low on fuel
even when ive filled up
wast the problem ?

A faulty gauge, sending unit or a fault in the wiring of the circuit.
