1995 GMC Jimmy Won't start

My GMC Jimmy 4.3 liter vortec started running rough about a month ago. Surging at highway speeds then stalled at slow speeds and won't restart. I have started twice in a month and noticed the surging starts at 2100 rpm it wont start now. I've replaced fuel filter, fuel pump, fuel regulator, cap and rotor, plugs and wires, ignition coil, ignition control module and air intake temp sensor which was bad and that cleared the check engine light. The timing is good. I have spark. The car just cranks but won't turn over. Please help!

I need to know a couple things. First, is the spark a good hot blue snapping spark? Is the fuel pressure at the rail within the manufacturer's specs? Will the engine start with starting fluid? Have you checked to see if the injectors are getting power?
