Car won't turn over. The door light is the only thing lighting up on the dash(chime also). Can't get the shifter to move even pushing the brake. Headlights will come on, but radio and ac/heater fan won't. Recently changed battery cables and terminals, but am sure connections are good, as are all fuses.It also started once after replacing terminals and cables, but hasn't since shut off. At this point I'm leaning toward ignition switch or neutral safety switch. If it is either of these can they be tested?
