My car started making a whistling sound when I turn my a/c on, the sound you hear when a steering pump is going out. And when I turn the car off it sounds like its winding down with the same sound after the key is turned off. I have never replaced the belts or pumps in my vehicle. But the car isn't overheating a making any smell it loosing any fluid.

Is the noise coming from the belt or the electric cooling fan?

Your going to have to listen to what's making the noise I would check the electric fans for looseness in the fan blades. You listen if the noise is coming from the belt area or the radiator area?
