My serpentine belt keeps breaking (shredding)

My serpentine belt keeps breaking (shredding). I've changed the Tensioner Pulley but I'm on my fourth belt. I notice my crank shaft pulley is moving up and down while running. Should my crank shaft pulley run true and smooth or is the movement from the harmonic balancer. What can be causing my belts to break?

Did you replace the tensioner or just the pulley?

The balancer should be true running

I changed the whole tensioner assy. Now my belt keeps jumping a tooth on the crank shaft pulley. My Harmonic balancer is behind the crank shaft pulley so if its not running true I should change the balancer?

I was told there would be play because of the rubber bushing on the balancer which didn't sound right to me. I know what I'll be doing this weekend. Thats the last thing I have left to change. Thank you for your quick response
