1995 Ford Cobra park

When my car is turned on in park it idles high, and it smells as if a belt is being burnt. The RPM's stay at about 1.5 and drop when I shift to drive, my brother messed with the throttle gauge? (Sorry, I don't know cars well) and it will not slow the idle down. My car also struggles to shift to 3rd gear (i believe) the RPM's jump when I am going around 55 mph to 2.5 almost 3 and then my car will shift (I believe its 3rd gear) and drop back to normal rmps.
Also side note that I am not understanding, how can my car be registered as a cobra but I only have a 6 cyl. Engine? I dont know my true value of my car because DMV says cobra, but kelly blue book only gives me the option as a 8 cyl?

Have a trans guy check your trans as it may have slippage into third. a cobra should have a V8 in it unless the motor is changed. your insurance company should be able to tell you by the vin. if it is a cobra then someone blew up the V8 and put a 6 in there. try cleaning the throttle plate with choke cleaner. just do by the link i''m sending. then replace your belt and tensioner if you smell the belt burning. if it still idles high check for a vacuum leak or have amechanic check it.
