When I have my dodge caravan parked at a slight incline or decline it is hard to get it into gear when it is parked. Why?

If you mean you can't get it out of park, that is because there is pressure on the parking pawl. Sometimes the wrong fluid has lower lubricating properties and makes it harder for that pawl to slide out of the notch in the lock ring. If you mean it stays in neutral, (doesn't move), when you shift into gear, suspect low fluid level.
