Why is my brake peddle so stiff but my truck doesn't stop on the dime?

My mastercylinder is full. I bled all for sides but i still don't have good braking even though my brake peddle is really tight. how can i fix it and where should i start?

Thanx BMRFIXIT. I tried to check the vaccum. by turning the truck off and pumped the brakes a few times then started it up with the brake peddle still pressed and it didn't drop at all. it stayed stiff even once i turned the truck back off.

I got under the truck and followed the brake line and found out it has rusted out. I only moved it a little bit and it caused a huge leak in the brake line.
