1995 Chevrolet Blazer Repair Question

Chevrolet Blazer Fuel pressure Problem

I was replacing the fuel filter on my mother in-laws Blazer and noticed someone has already done this before judging by the rubber hose spliced in on both sides of the filter and regular hose clamps. Although they seemed to be holding together fine with no noticeable sign of leakage, Could there be some loss of fuel pressure without leaving any visible trace in the filter area? Trying to figure out a possible fuel delivery issue or some cause to the 95' Blazer 4.3 liter vortec motor that sputters when when there is a load put on the motor? Have checked fuel pressure (59-60 PSI) which seems to hold steady while checking.

IF there is no leak it will be fine.
