Brake problems with 95 GM

Trouble bleeding brakes on 95 skylark after hard stop. Brakes went spongy. One bleeder on MC won't bleed right and front left and rear right won't bleed(just dribbles). ABS light does not stay on. Cannot find any leaks anywhere.

That is likely a cross bleed system so that tends to point to a master cylinder problem, assuming no external leaks anywhere.

Is it possible to replace/rebuild this master cylinder without the tool to release the gear tension in the abs modulator?

Not something I'd recommend without a scan tool to synchronize them. It can be done but you have to know what your doing. The gears are going to go "boing" when you unbolt it.
