Drum brake on passenger side not working.

My brake pedal has little power, and after changing the master cylinder, they acted normal for a week until my brake light came on again, and they started acting bad again. We found that the rear drum brake hose was collapsed and replaced that, but my passenger side rear drum brake still has no stopping power. It appears the cylinder is not functioning. Any ideas as to what's wrong?

the cylinder could have frozen in position or the shoes may not be adjusted tight enough. try to bleed it as it may have air nt eh system there.
