4Runner has a rough idle, runs rich and stalls when cold or wet?

My 94 Toyota 4Runner has recently been giving issues where the front wheels lock up in the cold weather, as if they are grinding.

Also, a larger issue is that while the truck is warm in idle or park it will shake all over, very rough. I keep the truck in good condition so it is not from abuse or an accident. Anywhere under 2000 rpms it stalls. During this, the truck is "running rich" and emitting black smoke. This only happens on occasion, like when the weather is bad.

What could be the problem?

Have you tried a tune up? Have you checked fuel pressure?

Do you have a check engine light and when was last tune-up?

Check the fuel pressure if its within specs if okay-clean the idle air control valve, PCV and EGR valves and see what happens

There is no check engine light on, and it stalled for the first time today. I am not sure when my father last had it tuned up, but he wants me to get suggestions on where to start with this problem.
