I cannot get the engine to fire. I have repaired the spark problem, and I have fuel going to the cylinders. The exhaust smells strongly of gas. It will start for a second if primed with starting fluid but nothing after that. Would the Fuel Pressure Regulator cause this or is this timing?

If it starts for a second on starting fluid, that indicates a lack of fuel getting to the cylinders.

Test for injector pulse using a small bulb called a noid light. If none found, check for power supply at one side of the injector with the key on.

Use a fuel pressure gauge to test for correct fuel pressure, also noticing if the pressure holds when key is shut off.

I've checked the injectors with a noid light, they're all fine.
My question is could there be too much fuel if the pressure regulator is faulty?

Run the test I asked you to run.
Pull a couple plugs and see if they are getting fouled also.

The last thing you want to check is compression if fuel pressure and injector pulse are good. Don't guess. Use a pressure gauge.

I already ran the noid light test. The injectors seem to be working.
Fouled or fuel? I pulled a plug after cranking the engine, it was wet.
I left the plug out and had someone crank as I watched the cylinder and fuel sprayed out.
Compression test: 145 - 157 psi.

Your test results are not adding up. See how strong your spark is. If you have goo spark, it should be running with those test results.

You haven't answered any of my questions about the fuel pressure regulator or timing. I appreciate the help but you are wasting my time, I have tried all of the other tests you are talking about on advice from a qualified individual. I wanted to know quickly tonight if any of my ideas would be factors.
