Working on a 1994 saturn put new calipers on the front and now can not get the brakes to bleed the pedal goes right to the floor gravity bleed and normal bleed the front

Check the brake master cylinder could be leaking internally

Just to add to this one I have seen people put the right side caliper on the left side and the left side on the right and were unable to bleed them. Make sure the caliper's are on the correct side or they will never bleed correctly. Make sure the bleeder screw on the caliper is on top of the caliper.

The cylinder should be on the inside of the rotor shouldn't it

If your talking about caliper piston then yes but even if you were to put the right side caliper on the left side the caliper piston would still be on the inside.

The bleeder is on the front side of the caliper faces the front of the car

Even if you had it on the wrong side it would still face the front of the car. Is the bleeder screw at the top of the caliper or the bottom?
