Do you think the head gasket could be blowed (cracked)

The stick to check your oil it looks fine, but when you look at the cap it is a caramel colored, foamy looking stuff. Its down all in there under the (engine oil cap). Ive heared that is water in the oil. The car ticks bad. Heard that was the oil. What do you think?

Check the oil presssure and PVC system, replace the PCV valve-and be warming up the car properly till it comes up to normal operating temperature before you move it-
