Nissan Skyline Fuse Problem

My fuel pump fuse keeps blowing I have rewired the whole fuel system from the battery through a fuse and to a switch( on the earth) and it still blows it I had two bare wires in the fuel tank which I covered and it still blows fuses but the fuel gauge reader in a r33 is a long white bottle like thing about 40cm this is just loose in the tank could this be the problem if not what else could it be as I have bought a new pump and the same thing is happening?

If the fuse is blowing, either the fuel pump is faulty, the wires have a short somewhere or the fuse capacity is too low.
